Minutes for October 15, 2014 Selectmen’s Meeting

Selectmen’s Meeting Agenda

  • Call to Order
The meeting was called to order at 7:05 PM.



  • Pledge of Allegiance
Chairman Emery led recital of the Pledge.



  • Approval of Prior Meeting Minutes

  • Discussion held between 5:00 & 7:00 p.m.
A representative from BEU came in to talk with the Board about a printer bid for the Code Enforcement Office.

Marston Lovell, a candidate for County Commissioner, came in and will be speaking later in the meeting.

The Board discussed the Bar Mills Bridge meeting that will be tomorrow at 2 o’clock, here in this building.  They created questions and a list of issues to get more information on from the State.

The Board talked about reimbursing Dearborn Family LLC for the bid they put in on a piece of Town property.  They ran into a technicality which is why they wanted to withdraw and the Board thought it was the right thing to do.

The Selectmen discussed the new electricity rates that Selectman Booker has been bringing forward to them and talked about what they will be doing in the next year.  The Board will vote on that when Selectman Harmon gets back.

Selectman Emery reported that the Town received another $500 grant for a Wellness Program that we run here for the employees.  The Recreation Department also received a $1000 grant for Town Farm Park that came from the University of New England.

  • Review of Projects and Issues
Selectman Burns shared some information on the 12 Town Group Candidates Night that he and Selectman Santolucito attended in Waterboro on Monday evening.  He said the discussion centered around how the candidates feel about revenue sharing, the school, the tax structure, virtual and charter schools, and a few other things.  
        
Selectman Burns met with the Fire Chief today to go over the proposal he received for the new projection system for the large meeting room and reviewed the location where the screen can go.  Selectman Burns was concerned about emergency lighting and the sprinkler system so the Chief clarified some things for him.  Chief Schools had some questions on the proposal and Selectman Burns is trying to get answers from the sales representative for him.  Selectman Burns said he still needs to talk with one person on the Planning Board to go over the proposal.

Selectman Santolucito reported that he attended the 12 Town Group Meeting Monday night.  He said it was interesting hearing about the challenges with revenue sharing last year and the challenges expected in the coming years.  He said the problem is not going to go away and he encouraged everyone to be as informed as possible about the candidates and get out and vote.  

Selectman Booker reported that she spent most of the last few days communicating with people on the electric rates and she received some information that the Board discussed tonight.  She said she has also pulled together more information from Maine D.O.T. on the bridge project.  Selectman Booker mentioned that Marilyn Holland, our Accounts Payable Clerk, is looking at bills from OTT.  They are not applying our payments correctly and it does not look like we are getting the discount we should be getting.  She is working to get that cleaned up so we can get a better idea of what is going on with that.

Selectman Booker said Steve Heroux came in yesterday when she and Jean Harmon were here.  He cited two or three different situations over the last couple of years that happened with the Appeals Board and has become aware that there are a couple of things the Board needs to change in the Ordinance.  He is going to work on what those changes should be.

Selectman Emery said that he called in a few times last week to go over some things and help with any information that was needed. He also checked in with Selectman Harmon almost every day so he could stay on top of things going on here.



  • Old Business
Demolition of old Town Garage – It is questionable if this can get done this fall.  It may have to wait until spring.

Davis Road – The Board is not having any luck finding the gentleman that owns this road.  They are probably going to put together a letter to send to the individual who came in originally to talk with the Board.  They will be very up front about where the Town stands on a legal basis, what it can and cannot do, and explain the recommendations that have been made by our attorney.

Buxton Recreation is selling discounted tickets to Smittys Cinema for $7.00 versus $9.00 at the theater.  For more information, contact Tashia Pinkham, Recreation Director at 929-8381

There will be a Flu Shot Clinic here at Buxton Town Hall on Friday, October 17, 2014 from 1:00 ~ 2:00 PM.  Please remember to bring your insurance card with you.  If self-paying, the cost is $30.00.

Blood Drive at Buxton Town Hall Tuesday, October 28, 2014 from 1:00 ~ 6:00 PM.  Please call 1-800-733-2767 to make an appointment.

Buxton Recreation is partnering with Hollis Recreation to offer a fall bus trip.  The bus will leave the Hollis Community Building at 7:00 a.m., Tuesday, October 28, 2014, and proceed to the Indian Head Resort in Lincoln, New Hampshire.  The bus will arrive there at 11:30 a.m. and enjoy a deluxe luncheon buffet, welcome reception, and Halloween costume (costumes optional) contest.  At 1:30 we will enjoy the Big Band sound of Jim Sachetta & The Swingers.  The show will end at 3:30 p.m., and head back to Hollis.  You will need money for breakfast and $33.00 for the Indian Head Resort luncheon/show.  In addition there will be a $10 fee for Hollis residents and $15 fee for non-residents.  Payment for the trip is due by Tuesday, October 21.  For more information and to reserve a spot on the bus as soon as possible, call Tashia Pinkham at 929-8381



  • Public Comments and Questions
Mr. Marston Lovell went to the podium and thanked the Board of Selectmen for the opportunity to speak.  He talked about some positions he has held and then introduced himself as a candidate running for the position of County Commissioner for District 3 which includes Hollis, Dayton, Buxton, Saco & Old Orchard.  He went on to explain in detail his observations and the reasons he is running for this position.   He said he believes Buxton taxpayers would benefit from his service if elected to serve as a County Commissioner.
